A substantive change is one that may significantly affect a program's mission, quality, scope, or control. Substantive changes are reviewed to assure that changes to curriculum, instructional modalities, locations, scope of offerings, and program ownership are made in compliance with ABPTRFE Quality Standards. The Board's review of the application seeks to determine whether the substantive change adversely affects the capacity of the program to continue to meet the ABPTRFE Quality Standards. Board approval is required before the program can implement the substantive change.

Substantive changes include the following:

  • Change of Program Mission
  • Change of Organizational Ownership of the Program
  • Increase in Planned Participant Positions
  • Change in Program Curriculum (curriculum content that represents a significant departure from existing offerings of the program; change in method of program delivery [e.g., changes to in-person versus distance learning or changes from full-time to part-time offering]; a substantial increase or decrease in total program hours)
